摘  要:一级A标提标改造可削减污染负荷,但也增加能耗。当污水处理率低于100%,削减污染方式包括提高污水处理率和提高污水排放标准。在削减相同污染物条件下,当提标所增能耗小于提高处理率所增能耗时,通过提标削减污染更合理。由于一些地区无法满足这一要求,所以要根据当地污染和当地经济情况,合理推进一级A标提标改造。Upgrading reconstruction (the first class A discharge standard) of municipal wastewater treatment plant can promote reduction of pollutants, but also increase energy consumption. The feasibility of upgrading reconstruction is discussed. In the waste water treatment process, the ways to promote reduction of pollutants include the increase in sewage treatment rate and growing strict regulation on pollutants emission. The pollutants can be reduced by growing strict regulation on pollutants emission, on the condition that the increased energy consumption owing to growing strict regulation on pollutants emission is no more than that owing to the increase in sewage treatment rate, when the same quantity of pollutions are reduced. Because many municipal wastewater treatment plants could not satisfy this requirement, upgrading reconstruction must be coordinated with the local sewage water conditions and local economic conditions.
