摘　　要：以我国航空制造业为例,将我国航空制造业的生产周期分为研发、生产、集成和销售四个阶段,分析航空制造业在各阶段的产业特征。基于产业特征和各阶段主体行为需求,提出了研发阶段"立足科技研发,以保障人才物资充足为重点"、生产阶段"着眼协同合作,以调节制造商产业活动为重点"、集成阶段"强调产业集群,以推动产业链优势生产为重点"和销售阶段"重视市场建设,以引导市场需求刺激消费为重点"的政府扶持政策,从而全面推动我国复杂装备高新技术产业的快速发展。As the representative of Chinese aviation manufacturing industry, this study divides the manufacturing cycle of Chinese aviation manufacturing industry into four stages which are research and development, production, integration and marketing. By analy- zing the industrial characteristics of the aviation manufacturing industry and the subject behaviors of different participants in the four stages, this study puts forward a number of policy recommendations ： at the research and development stage, government policies should be focused on scientific and technological research and development and should provide adequate talents and capital; at the production stage, government policies should be focused on cooperations among enterprises and should adjust the industrial activities; at integra- tion stage, government policies should be focused on industrial clusters and should promote the advantageous development of industrial chain; at the marketing stage, government policies should be focused on market construction and should guide market demand to stimu- late consumption. Through a series of supportive policies, government can promote the rapid development of complex equipment high and new technology industries in China.
