摘　　要：阐述GIS与水利的关系,以江苏省水利地理信息系统为例叙述水利GIS建设的现状及成果,分析水文水资源基于GIS可开发的应用及服务;同时基于应用及服务,提出以通过数据共享交换平台实现数据汇集共享,通过服务划分与编码开发实现服务层架构,通过服务组合实现业务系统组建为技术思路的水文水资源应用集成技术方案,旨为今后水文水资源综合管理信息系统建设摸索一条可行之径。This paper expounds the relationship between the GIS and the water resource. It describes the actuality and achievement of water resource GIS, based on Jiangsu provincial Water Resource GIS system. It also analyses the application and service which can used by hydrology and water resources work based on GIS. At the same time, it puts forward the technical scheme for hydrology and water resources application integration, which is based on above-mentioned application and service, through technical ideas in data sharing to realize data influx and sharing platform exchange, service division and code development to realize service layer framework, service grouping to realize business system implementation, for the purpose of groping a feasible way to construct the hydrology and water resources comprehensive management information system in the future.
