河南省灌区末级渠系管理模式及其运行机制研究

摘　　要：根据灌区管理运行机制改革对灌区末级渠系管理的要求,以及构建灌区末级渠系管理模式的目标及应具有的功能,结合对末级渠系管理现状的研究分析。结果表明,灌区末级渠系管理改革的政策环境与发展趋向要求末级渠系管理应以农民用水自治的管理体制为核心、以配套完好的农田水利工程体系为基础、以科学合理的水价制度保障、以建立健全工程长效运行机制为目标。灌区末级渠系管理创新模式有效地促进了灌区末级渠系发展。According to the requirements of final canal system management for irrigation district operation mechanism reform, as well as the functions and target of the management model at the end of the irrigation canal system, and combining with the analysis on the current status of the canal system at the end of the management, the results showed that the final canal system management should take the autonomy of farm- ers＇water management system as the cores, form the perfected water conservancy and irrigation engineering system as the basis, take the scien- tific and reasonable water price system as the guarantee, establish and improve the engineering long-acting mechanism for the target due to the irrigation final canal system policy environment and the development trend of management reform. The irrigation final canal system management innovation modes effectively promote the development of the end of irrigation canal system.
