摘　　要：目的科学评估"哈尔滨之夏"活动期间公共卫生安全潜在的威胁,提出控制措施建议,为成功举办"哈尔滨之夏"系列活动提供安全保障。方法采用AS/NZS4360:1999-风险分析矩阵法(澳大利亚/新西兰风险管理标准)。选择相关专业10名专家,通过问卷形式进行风险描述和分析,得出每一种传染病和公共卫生事件相应的风险指数。结果确定了霍乱、脊灰、鼠疫等10种传染病及食物中毒、水污染事件为高危险度风险,有可能产生较大影响的公共卫生风险。结论通过对活动期间公共卫生风险进行识别、分析及评估,提出相应防控措施,保障了"哈尔滨之夏"安全顺利进行。Objective To identify and evaluate risks of public health emergency for Harbin ＂Charming Harbin Summer＂, and propose control measures in order to provide protection for the success of the series of activities. Methods AS/ NZS4360：1999 （ Australia/New Zealand Risk Management Standard ） - Matrix Analysis was used in this article. Ten rele- vant professional experts were selected to conduct a questionnaire survey , through the results of the questionnaire to de- scribe and analyze the risks ,then was calculated the corresponding risk index of each infectious disease and public health emergency. Results The cholera, polio, plague and ten other infectious diseases and food poisoning, water pollution were identified as high level of risk. Conclusion Through identification, analysis and assessment of the public health risk dur- ing series of activities, we propose appropriate prevention and control measures to protect the ＂ Harbin Summer＂ safe smoothly.
