摘　　要：近年来,我国经济持续高速发展,一方面各级政府财政收入迅猛增长;另一方面政府主导型投资为经济增长贡献了巨大力量的同时,各级政府的财政负债规模也在急剧增加,地方政府负债已成为一种全国性的现象。在政府财政收入与财政负债双重增加的背景下,深入研究并合理评价地方政府的负债规模和负债风险显得尤为重要。本文将对2007-2009年地方政府债务状况进行评价,为进一步深入研究地方政府债务问题打下基础。In recent years, the growth of China's economy sustains a high speed. On one hand government revenue is increasing rapidly at all levels, on the other hand the scale of government financial liabilities also increases dramatically at all levels while government-led investment still contribute a lot to economic growth, local governments' debt has become a national phenomenon. This article evaluates the status of local government debt during 2007 to 2009, with the aim to lay a foundation for the further studies.
