摘　　要：地方政府具有的功能及官僚理论的假设是造成政府规模扩张的根本原因,而外在因素如经济发展、政治变革、社会变迁、文化差异等都会对政府规模产生影响,且不同层级的政府规模影响因素可能会有所不同。The local government＇s function and bureaucratic theory hypothesis are the causes of the government scale expansion, and other factors such as economic development, political changes, social changes, cultural differences will have an impact on the size of government. The influence factors from different levels of government scale may be different.
