云南省发展低碳经济的路径研究

摘　　要：云南省地处偏远的西南边陲,经济发展水平落后,但矿产、生物及森林资源相对丰富,有色工业基础雄厚,发展低碳经济既具独特优势又面临挑战。针对云南省产业结构比重不合理、工业化和城市化正处于初期向中期迈进,以煤炭为主的单一能源结构等现状和特点,分析了云南省发展低碳经济面临的困境和挑战,指出只有依托观念创新、制度创新和科技创新,大力发展循环经济、可再生能源、低碳农业,增强森林碳汇能力,进行产业结构与能源结构调整,才是云南发展低碳经济的现实选择,也是走可持续发展的必然要求。Yunnan Province is located in the remote inland of southwest China with the economically backward, but w^th the relatively abundant natural resources, solid non-ferrous industrial foundation, so it not only faces with challenges but also has unique advantages for the development of low-carbon economy. Aiming at the status and characteristics of the unreasonable proportion industrial structure, industrialization and urbanization at early and medium stage, and coal- based energy structure, the paper analyzes challenge and difficult position in the course of developing low-carbon economy and points out that only depending on concept innovation, system innovation and technological innovation, developing recycling economy, renewable energy sources and low-carbon agriculture, increase forest carbon sequestration ability, energy restructuring and industrial restructuring are realistic choice for the development of Yunnan＇s low-carbon economy.
