水污染源五级监测管理体制机制研究

摘　　要：染源监测与报告的责任主体是排污单位,政府应发挥监督、检查的职能。水污染源监测五级监测网络框架包括水污染源分级监督监测与质量检查、环保主管机构间的监督与质量检查、水污染源监测与报告等三个方面的内容。为保障水污染源五级监测网络高效运行,水污染源监管制度对排污监测的需求应更加明细化,尽快修订《污染源监测管理办法》,明确排污单位自行监测相关规定,建立企业环境管理专职人员制度,提高企业自行监测能力,建立污染源监测激励处罚机制。Pollution enterprise should monitor pollutant sources and report, and the government should supervise and inspect it. The five-levels monitoring framework of the wastewater pollutant sources includes classification supervisory monitoring and quality inspection of wastewater pollutant sources, supervision and quality checking among environmental protection departments, monitoring and reporting of water pollutant sources. To guarantee efficient operation of five-levels monitoring framework, supervision system requirement of the pollution discharge monitoring should be more clearly; ＂Regulation of Pollutant Sources Monitoring Management＂ should be revised as soon as possible, to clear the pollutant source self-monitoring; it should be established that the system of company environment management staff to improve the self-monitoring ability of corporate; the mechanism of incentives and punishment of pollutant sources monitoring should be established.
