摘　　要：要贯彻公安执法基本理念,首先要对基本理念的内涵及其相互关系进行系统科学地阐释,才能推动公安执法理念向理论化和体系化的方向发展。理性执法理念是公安执法的前提和基础。公正理念是公安执法的目标。严格和规范执法理念是连接公安执法基础理念和目标理念的桥梁和纽带。树立平和和文明执法理念是其他公安执法理念的要求,也是其实现的保障。To implement the basic law enforcement ideas of public security, the first step is to scientifically explain the connotations and relations of these basic ideas, with the view to promote the theoretical and scientific development of law enforcement ideas. Rational law enforcement idea is the premise and foundation of public security law enforcement; impartial idea is the goal of public security law enforcement; strict and standardized law enforcement idea is the bond linking the basic law enforcement ideas and the target concept; while peaceful and civilized law enforcement idea is the requirement of other law enforcement ideas to guarantee their realization.
