中国科技投入的经济发展效应区域差异分析

摘　　要：在传统的柯布—道格拉斯生产函数基础上,加入科技投入要素,利用中国31个省级行政区2001—2011年的面板数据,运用变系数模型,实证考察科技投入对经济发展影响的区域差异。结果表明:我国不同地区不同省份科技投入的经济发展效应存在较大差别,其中财政科技投入对经济发展产生的积极拉动作用西部地区比东部和中部地区明显,R&D经费投入对经济发展产生的积极促进作用东部地区比中部和西部明显,R&D人员投入效应在不同地区的部分省份表现出显著的积极作用,而在部分省份没有产生积极的影响。同时,部分省份存在着R&D投入对经济发展的滞后效应和科技人才资源储量不足现象。为此,有必要进一步完善财政科技投入的分配管理机制,调整和优化R&D经费投入结构,构建包括选人、育人、用人和留人"四位一体"的科技人才资源管理体系。Based on the traditional Cobb- Douglas production function, with elements of science and technology investment added, the article takes advantage of the panel data （2001-2011） of China＇ s 31 provincial administrative regions, and of using varying coefficient models, to empirically investigate the regional differences on economic development which are brought by technology investment. The study findings show that there is a big difference in economic development effect of investment in science and technology in different areas of China. Financial technology investment in the western region plays a more positive role in boosting the economic development than that in eastern and central regions; compared with the central and western areas, R＆D funding in the eastern region more actively promote the economic development. The effects of R＆D personnel input present a significant positive impact in some provinces in different regions, but some provinces suggest otherwise. Meanwhile, the lag effect of R＆D investment on economic development and the shortage of science and technology talent resources exist in many provinces. Therefore, it is necessary to fatherly improve the allocation and management mechanism of financial science and technology investment, adjust and optimize the structure of R＆D funding, and construct the ＂four-in-one＂ management system of scientific and technological talent, including the selection, training, utilization and retention talents.
