从“行政治理”到“社会治理”:长株潭试验区治理模式的转型

摘　　要：目前学术界关于长株潭试验区治理模式的研究,大多数集中在如何设计行政治理模式、如何进行行政管理体制改革以及如何设置管理机构的研究上,即以运用行政权力为治理手段的行政治理模式。可以说,实现长株潭试验区治理模式从"行政治理"到"社会治理"的转型,是转变长株潭试验区经济增长方式的迫切需要;是促进长株潭试验区社会和谐发展的迫切需要;是加快长株潭试验区"两型社会"建设步伐的迫切需要。要实现长株潭试验区治理模式从"行政治理"到"社会治理"的转型,就必须推进社会治理体系创新:一是要创新社会政策;二是要培育社会组织;三是要健全公共安全体系。So far the studies of governance model of changsha-zhuzhou-xiangtan testing zone mostly have focused on how to design administration model, how to carry out the reform of administrative management system and how to set up the management organization. That is to say, those studies are on the administrative governance model using administration power as a governance means. We can also say, to realize the transformation of governance model of changsha-zhuzhou-xiangtan testing zone from ＂administrative governance＂ to ＂social governance＂ is the urgent need to shift the economic growth mode of changsha-zhuzhou-xiangtan testing zone, is the urgent need to promote social. harmonious development of changsha-zhuzhou-xiangtan testing zone, and is also the urgent need to accelerate the steps of ＂two oriented society＂ construction of changsha-zhuzhou-xiangtan testing zone. To realize the transformation of governance model of changsha-zhuzhou-xiangtan testing zone from ＂administrative governance＂ to ＂social governance＂, the following innovations of the social management system must be prompted： firstly, the innovation of social policy; secondly, the cultivation of social organization; thirdly, the sound system of publish security.
