城乡统筹视角下的区域协作体制机制创新研究

摘　　要：在统筹城乡发展的过程中,要实现城乡资源共享和均衡发展,必须推进区域协作体制机制创新。梳理了近年来区域协作体制机制创新的典型经验,如长三角政府主导式的区域协作"全方位"模式、京津冀地区区域协作的"开放式"模式、川渝政府—商会推动式的区域协作"示范化"模式、省际跨区域部门应急协作的"规范化"模式、黄河金三角地区突破行政区划的"抱团化"模式,等等。在此基础上提炼出区域协作体制机制创新的基本原则,即根植性原则、系统性原则、参与性原则、利益导向原则和规范化原则。最后提出了统筹城乡发展中区域协作体制机制创新的路径选择。Under the process of balancing urban and rural development, it is necessary to push the system and mechanism innovation of regional cooperation to realize urban and rural resources sharing and balanced development. This paper reviewed typical experiences about the system and mechanism innovation of regional cooperation in recent years, such as the government oriented comprehensive regional cooperation mode in the Yangtze River Delta, the opening regional cooperation mode in the Beijing, Tianjin and Hebei region, the regional cooperation demonstration mode promoted by government and chamber of commerce in the Sichuan and Chongqing, the regional cooperation standardization model demonstration mode of regional interdepartmental emergency cooperation, the developing together model of breaking through the administrative division in Yellow Golden Triangle region etc.. On this basis, this paper refined the basic principles of regional cooperation system and mechanism innovation, including rooted principle, systematic principle, participation principle, interest oriented principle and the principle of standardization. Finally, the paper put forward the path choice, it is necessary to push the system and mechanism innovation of regional cooperation under the process of balancing urban and rural development.
