方志敏的“三农”思想及其启示

摘　　要：方志敏的"三农"思想关注农村土地问题,解决农民对土地的所有权;高度重视农业,颁布了一系列有关农业生产的法令、条例,采取多项措施干预农业生产;正确认识、理解根据地经济建设,特别是农业生产同革命战争的关系;注重改善群众生活;设法减轻农民的税赋负担;关注农民发展境况,提高农民的文化素质。方志敏"三农"思想的深刻启示:必须高度重视"三农",始终坚持农业的基础地位不动摇,推进城乡一体化,保障进城就业农民的合法权益;加强农村基础设施建设;进行农地产权制度的变革;亲民为民,努力增强政策执行的亲和力。Fang Zhimin ＇ s thoughts on ＂Agriculture, Peasants , Rural Areas＂ mainly focus on rural land issues, aim at solving the problem of the farmers＇ land ownership, attach great importance to agriculture, promulgate a series of decrees and ordinances about agricultural production, put foward various measures to intervene in agricultural production, help to correctly understand economic construction of the bases, especially agricultural production＇ s relations with the Revolutionary War, focus on improving the lives of the masses, try to alleviate the tax burden on the peasants, concem about the farmer s development situation and improve the cul- tural quality of farmers. The profound revelation of Fang Zhimin＇s thoughts on ＂Agriculture, Peasants, Rural Areas＂ is that ： we must attach great importance to ＂Agriculture, Peasants , Rural Areas＂, always and unswervingly adhere to the ＇basic position of agri- culture, promote the integration of urban and rural areas,and protect the legitimate rights and interests of farmers working in cities, strengthen rural infrastructure construction, change the property fights system of agricultural land, care about the people, serve the people and strive to enhance the affinity of policy implementation.
