摘　　要：目的:界定乡村卫生服务一体化管理内涵,确定其根本目标并分解为可量化的目标体系。方法:运用理论研究和专家论证相结合的方法。结果:乡村卫生服务一体化管理政策的价值导向趋向于经济性、系统性以及公益性的实现,目的是形成和建立一个适宜于当地社会经济以及卫生服务网络的紧密性服务体,旨在实现六个直接目标和三个间接目标。结论:应从乡村卫生服务一体化管理的内涵和目标出发,建立地区适宜的、重点明确的政策实施方案。Objective To define the connotation of township and village integration policy （TVI） and to determine its goals which would be decomposed into quantifiable objectives. Methods Theoretical research and expert consultation were used in this study. Results The value orientation of TVI is to implement it in a systematic, economic and non-- profit--making way. The purpose is to form and establish a regional health service consortium which should suit for local economy and health service system development. It includes six direct goals and three indirect goals. Conclusions Suitable and focused implementation plan should be established according to the connotation and goals of TVI.
