摘　　要：警民关系是公安工作中的一个永恒课题,是实践公安群众路线的重要内容。构建和谐警民关系是公安机关全心全意为人民服务宗旨的必然要求,是新形势下维护社会稳定、促进社会经济发展的迫切需要。警民关系一般是指警察在打击、预防违法犯罪以及为社会提供各种警务活动之中与社会公众联系中形成的一种权利与义务的关系,是一种基本的社会人际关系。但从不同的视角研究警民关系,其所包含的内涵各不相同。The relationship between the police and the community generally refers to the rights and obligations of the police and the community in providing a variety of policing activities and crime prevention. But the research from different angles of view have different connotation. The relationship between the police and the community is legal and contractral from the perspective of jurisprudence. From the perspective of sociology, it is a kind of interpersonal, intergroup and inter generational relationship. From the perspective of management, it is a management relationship. And from the perspective of public security, it is a partnership or a mutually beneficial relationship.
