论网络谣言的治理问题

摘　　要：网络谣言是指借助或通过网络进行传播的未经官方证实或已经被官方辟谣的信息。治理网络谣言要注意处理好与网络举报、寻衅滋事、网民言论自由之间的关系。治理网络谣言,要及时疏导,建立健全网络谣言监管机制;要加强防控,建立网络谣言事件的应急预案;要完善立法,慎重司法,落实宽严相济。Network rumor refers to the information used or spread through by the network which has not been officially confirmed or refuted. Rumor governance should handle the relationship between the network report , network affray and freedom of expression. Rumor governance relies on counseling timely, establishing a sound rumor network regulatory mechanism, strengthening prevention and control, establishing the contingency plans against the network rumor, improving legislation, implementing prudent judicial temper justice with mercy.
