摘　　要：在各国医疗卫生产业迅速发展的背景下,构建卫生卫星账户(HSA),并运用HSA准确测算医疗卫生产业的规模、结构和发展速度已成为国际上国民经济核算研究领域的热点问题。本文在系统分析ISIC口径下医疗卫生服务统计局限性的基础上,指出HSA作为ISIC口径下医疗卫生服务统计扩展的有效途径,实现了对医疗卫生产业的全口径统计,并进一步阐明中国HSA核算框架的设计思路和实施的难点,为中国开展HSA的研究与实践工作提供参考。One of hot problems in the international research field of national accounting is to construct Health Satellite Accounts （HSA） , and use HSA to measure the scale, structure and development speed of health care industry in the situation of the rapid development of health care industry worldwide currently. This article was to analyze systematically the limitations of medical and health service statistics based on ISIC, it points out HSA is an effective way to extension of medical and health service statistics based on ISIC, realizes the whole scope statistics for health care industry, and then clarifies the design idea and the difficulties of implement on HSA in China which was in order to provide reference for the research and practice of HSA in China.
