摘　　要：Reorganizing STI institutes into ST consulting companies is a necessary process of China’s scientific and technical system reform.Based on the analysis of the positive and negative factors the prefectural and municipal STI institutes possess at present,this paper points out the way to develop STI service industry smoothly for them is to innovate management mechanism,expand information market,exploit information resources and give play to the superiorities of information societies.Reorganizing STI institutes into ST consulting companies is a necessary process of China's scientific and technical system reform.Based on the analysis of the positive and negative factors the prefectural and municipal STI institutes possess at present,this paper points out the way to develop STI service industry smoothly for them is to innovate management mechanism,expand information market,exploit information resources and give play to the superiorities of information societies.
