江西省土地违法现象特征分析

摘　　要：对江西省2006-2010年间的土地违法现象进行了调查,采用数量统计和计量增长模型对违法用地数据进行分析模拟,提示了土地违法现象的时空变化特征。结果表明:江西省土地违法主体呈现以政府为主导的多样化、主体层级较低、违法手段复杂化等特点,政府主导的违法用地规模较大是监管的重点主体;土地违法现象主要集中在赣中、赣北、赣西北等经济发展较快的区域,不同区域违法用地面积与当地的经济发展呈正相关;违法用地行为呈现明显的收敛趋势,即随着时间的推移,违法用地的规模相对于初期违法用地的规模有明显的扩大趋势,存在空间蔓延态势,且速度较快。Investigations were conducted of illegal activities in land use in Jiangxi Province from 2006 to 2010 and the data of illegal activities in land use were simulated by means of quantitative statistics and measurement growth models and spatial- temporal characteristics of illegal activities were analyzed. The results indicate that such activities are characterized by the government-leading diversity, the lower level of subject and the complexity of violations. The size of illegal land use dominated by the government is relatively large and thus is the main object of the supervision. Illegal activities in land use concentrated in the central area, northern area and northwest area of Jiangxi Province, where the economy has developed rapidly, and the illegal land area is positively related to the local economic development. As time passes by, the size of illegal land has been obvious expanding. Investigations and analysis of illegal activities in land use in Jiangxi Province have had a realistic significance to the coordination of land use conflicts and the establishment of scientific and effective measures of land use supervision.
