摘　　要：在分析协商民主诸要素的基础上,提出中国特色协商民主的制度设计应当遵循五项基本原则:协商主体的平等性与多元性原则,协商客体的理性与包容性原则,协商方式的多样性与程序性原则,协商过程的公开性与协商性原则和协商结果的合法性与责任性原则,以期为解决当代中国协商民主中存在的问题和完善中国特色协商民主的制度设计提供有益启示。Based on the analysis of elements of the democratic consultation, this paper proposed five basic principles which must be obeyed in the design of Chinese unique democratic consultation. They are the equality and the diversity of the consultation subject; the rationality and the containment of the consultation object; the diversity and the procedure of the ways of consultation; the openness and the consultation of the consultation process; the legality and the responsibility of the consultation results. In order to solve the problems of the contemporary Chinese deliberative democracy, the good and useful suggestions are to perfect democratic system design consultation with Chinese characteristics.
