治安传唤制度适用探析

摘　　要：治安传唤制度在适用中出现一些诸如强制传唤手段适用的条件、传唤时限等问题需要理顺、区分和解决,以便基层民警在具体案件中能够更好的利用这一制度的同时又不损害相关人员的合法权益,从而实现和谐执法。通过对传唤制度在适用手段、适用方式、传唤时限等方面加以阐述,就实践中易出现的模糊问题提出了解决途径。The applicable conditions of the security summon system, time limits of summons and other issues need to be rationalized, discriminated and addressed in order to better take advantage of this system without compromising the legitimate interests of stakeholders for grassroots police in specific cases to achieve harmonious law enforcement. By the description on the means, ways, time limits and other aspects of the system, give solutions to the blur issues in the practice.
