摘　　要：边疆省级公共图书馆是为边疆全省人民传播科学文化知识信息的中枢平台,在公共文化服务体系中十分重要,但受经济落后所限,与发达地区图书馆差距较大。黑龙江省图书馆作为东北边疆省级公共图书馆积极探索如何在有限经济条件下使公共效益最大化。随着图书馆事业的不断深入发展,黑龙江省图书馆需转变观念,加强开放、交流与合作,运用卓越绩效模式,构建完善的管理机制,并逐步向智慧图书馆转型。Provincial public libraries in the frontier are central platforms that spread science and culture knowledge for whole province people. These libraries are important in the public cultural service system, but limiting by the economic backwardness, they have a relatively large disparity from libraries in developed areas. As the provincial public library in the northeast frontier, Heilongjiang Province Library has explore the solution of maximizing PuUlic benefits under the limited economic condition. Along with the deep development of the librarianship, Heilongjiang Province Library should change ideas, strengthen the open, the communication and the cooperation, use the performance excellent mode, build the perfect management mechanism, in order to realize the transformation of the smart library.
