摘　　要：党的十八届三中全会吹响了全面深化改革的号角,认真总结中国社会主义经济改革的道路、经验和不足,对于全面推进和深化经济改革具有重要的意义。中国经济改革实现了经济制度从"公有制经济占国民经济的绝对优势"到"公有制为主体,多种经济成分共同发展"的转变,推进了"高度集中的计划经济体制"向自由竞争的市场经济体制的"经济转轨"。这种渐进式改革的成功在于帕累托式的利益改善,先试验后推广、以点带面、先增量后存量等方法的成功采用,以及"双轨制"过程的顺利实施。中国经济转轨中的问题源于对公有制经济和私有制经济的性质及其分配功能认识的不足,时计划调节和市场调节的优缺点认识的不足等方面。Since the Third Plenary Session of the 18th CPC Central Committee,the Party has dedicated itself to deepening the reforms in an all-round way,and to sum up the experience along the path of socialist economic reform in China,which is of significant importance for deepening economic reform comprehensively.The economic reforms in China has completed the transition from the pattern that 'the public sector of the economy accounting for an absolute advantage of national economy' to the pattern 'with the public sector remaining dominant,and diverse sectors of the economy developing side by side,' as well as the 'economic shunt' from the 'highly centralized planned economic system' to market economy with free competition.This gradual reform owes its success to the reform of a Pareto kind,which accounts for conducting test before promoting,letting one unit guide a whole area,and putting increment before stock,as well as the implementation of the dual track system.Problems arising during the economic shunt in China can be chalked up to a limited understanding of the character and allocation function of state-owned economy and private ownership,and an insufficient knowledge of merits and drawbacks of planned adjustment and market regulation.
