整体政府:服务型政府建设的治理方向

摘　　要：伴随着经济、社会的急剧转型,公共服务的日益复杂、社会风险的不确定、利益主体的多元化,以职能分工、机构改革、机制创新为核心的服务型政府面临着诸多困境。这些困境的成功解答是促进政府自身现代化的重要标志,而构建整体政府管理模式是当前深化公共服务型政府建设的重要方向。其核心内容包括服务行政的价值取向、基于现代性转型的理性思维、灵活性的公共服务战略和计划、整合型的政府职能及其组织结构、协调的公共服务政策、联合的公共服务供给方法、整合型的公共预算、自我发展的信息系统、具有网络新技能的人才、基于协作的绩效评估以及融合、共享的行政文化。With a core of functions, institutions, and mechanism innovation, the administrative reform hasn＇t been building an integrated management mode to adapt quickly to the complex social environment, where there are sharp transformation of the economic and social, increasing complexity in the public service, sharp uncertainty of the social risks, and multi-parties of interest. Therefore, it has been an important orientation to deepen the construction of public service-oriented government that constructing a management mode of integral government, which core contents includes sense of service administration, rational thinking based on modern transformation, flexibility in public service strategy and planning, integrated coordination of government function and its organizational structure, policy co- ordination, united public service supply method, combined public budget, self development information system, new skills talent, perfor- mance evaluation based on collaborative and sharing administrative culture.
