契约论视角下的责任政府建构研究

摘　　要：责任政府的有效建构问题一直是中外行政学界关注的焦点。本文从目前国内外学界责任政府研究的有限性出发,在借鉴政治哲学中社会契约论的宝贵思想基础上,主张将契约理念进一步纵深引入责任政府研究之中,提出道德契约、政治契约和行政契约这三重契约层的建构思路,最终实现责任政府的有效打造。In recent years, the question of constructing an accountable government has become a focus in the domain of administra- tion research. In this paper, we try to put contractarianism into the constructing work of an accountable government. Here, we put forward a conception of a contractual government, which including three contract levels and six constructing aspects. According to this paper, an accountable government should neither remains at the theoretical level nor the systemic arrangement level. Thus, we try to set up a con- cept-system-operating mechanism integTatian model to settle the problem. During the course of constructing a contractual government, in each contractual level, we always focus on six aspects which as follows： the theoretical base of political ethics, the background systemic arrangements, the subject, the object, the contents and the mechanism about the accountability of government.
