摘　　要：由于城市化、机动化的快速发展,越来越多的中国城市正面临着城市交通拥堵的问题,如何有效缓堵已经成为一个战略性难题。本文分析了城市交通拥堵的实质,对许多措施缓堵效果不佳的原因进行了系统、深入地剖析,并对我国城市交通缓堵进程中的关键问题进行阐述。With the rapid development of urbanization and motorization, there are more and more cities facing with the problem of traffic congestion, and how to relief it effectively has become a strategic issue. This paper presents a systematic, in-depth analysis of the reasons why some measures of traffic congestion relief end up with a poor result, and elaborates on the key issues in the process of reducing urban traffic congestion in order to provide a reference for poli- cy makers, practitioners, researchers and the general public to recognize the real situation and to take the right measures.
