新建化工企业实施清洁生产审核的实践与思考

摘　　要：某专用化学品企业于2009年正式投产运行。为满足上市环保核查工作需求,该新建企业已于2011年启动并完成了首轮清洁生产审核工作。按照清洁生产审核程序要求,该新建企业在第一轮清洁生产审核工作中规范化完成了各审核阶段相关工作内容,并定量化核算审核工作成果。通过总结该新建化工企业第一轮审核的工作实践,发现:①新建企业宜在完成竣工验收后且已积累1年以上实际生产统计数据后尽快启动首轮清洁生产审核工作;②新建企业宜根据企业现实情况在审核阶段对物料/水/热能/电能/污染因子等因素进行全面的平衡建立与测算分析;③新建企业宜从资源/能源节约量、废水/废气/固体废弃物减排量、主要污染因子减排量等方面对清洁生产方案的实施效果进行汇总。A chemical technology enterprises was formally built into operation in 2009. To meet the need of environmental protection work before going to the market, the new new-build chemical technology enterprises started and completed the 1st round cleaner produet audit beforehand in 2011. Aecording to the rules of the cleaner produet audit procedures, the enterprises had completed the work in standardization and accounted the result in ration. Through summarizing the 1 st round cleaner product audit in the new-build chemical technology enterprises, we found that： （1） a new-build enterprises should completed the 1 st round cleaner product audit after the completion of acceptance when they has a continuous one year practical statistics data as soon as possible; （2） A new-build enterprises should completed both the establishment and the analysis of the material balance, water balance, energy balance, electric balanee, pollution factor balance; （3） A new-build enterprises should count the amount of resources/energy savings, waste water/gas/solid waste emissions, main factors of pollution emissions to show the results of the 1st round cleaner product plans enforcing.
