江西工业生产者价格“高进低出”问题分析

摘　　要：工业生产者价格“高进低出”是指工业生产者购进价格指数高于工业生产者出厂价格指数的经济现象.1992年～2012年江西工业生产者价格“高进低出”经历了三个阶段.2012年生产企业用同等数量的出厂工业品交换到的原材料、燃料和动力数量比1991年减少了22.0％;生产企业用同等数量的原材料、燃料和动力交换到的出厂工业品数量比1991年增加了24.1％.工业生产者价格“高进低出”的形成主要与经济发展格局、市场供求关系、价格形成机制、科学技术进步、国际市场波动等因素有关,它在使工业利润向上游产业集中、下游企业竞争能力下降或亏损、加剧社会收入分配不公程度的同时,也会促进企业技术创新与成本控制.要消除工业生产者价格“高进低出”的负面影响,发挥其积极作用,必须控制投资规模、促进居民消费,加大技术创新、挖掘内部潜力,加强价格监管、完善定价机制,利用税收杠杆、调节收益分配,转变政府职能、改善市场环境.The ＂high-price-in and low-price-out＂ of Industrial producer prices refers to a economic phenomena of higher purchase price index than factory price index. In the period of 1992 - 2012 such phenomena went through three stages in Jiangxi. In 2012 the amount of industrial raw materials, fuel and power manufacturers got by swapping the same amount of industrial products decreased by 22.0% compared with 1992 while the amount of industrial products manufacturers got by swapping the same amount of raw materials, fuel and power increased by 24.1%. The formation of ＂high-price-in and low-price-out＂ of Industrial producer prices is related to pattern of economic development, market supply and demand, price formation mechanism, scientific and technological progress and the international market fluctuations,etc. And when such phe- nomena makes industrial profits concentrated in the upstream industries and the downstream firms see lower competitiveness or even losses, and exacerbates the unfair income distribution, it would also promote technological innovation and cost control. To eliminate the negative impact of ＂high-price-in and low-price-out＂ and give a full play of its positive role, the govern- ment should control the scale of invesmlent, promote consumption, strengthen technological innovation, explore internal po- tential, strengthen price supervision, improve pricing mechanism, use tax leverage, adjust income distribution, transform gov- ernment functions, and improve the market environment.
