城乡统筹背景下河南省农村土地流转问题研究

摘　　要：农村土地流转是提高土地资源利用效率、实现城乡统筹发展的关键。目前,河南省农村土地流转取得了一定成效,如流转规模不断扩大、流转形式多样化、流转主体多元化、流转服务组织化等。但河南省土地流转也存在一些问题,如土地流转率低、期限较短、范围较窄,土地流转行为、程序、合同不够规范,服务体系不完善等。应采取积极措施,确保河南省农村土地流转规范运行,促进全省经济持续健康发展。The circulation of rural land is the key to improve utilization efficiency of land resources and to realize urban and rural integration. The circulation of rural land in Henan province has achieved some results, such as expanding the scale of circulation, circulation diversification, flow of the main diversification, but problems like low land transfer rate, short circulation term, unstandardized circulation behaviors, procedures and contracts still exist. Henan province should take active measures to ensure standardized operation of land circulation so as to boost the sustainable and healthy provincial economic development.
