新医改背景下医疗保险费用支付方式思考

摘　　要：基本实现全民医保后,如何完善医疗费用支付体系成为亟待解决的问题。通过对国际上常用的医疗费用支付方式正负向作用分析,认为不存在完善而通用的支付方式,容纳多种支付方式的多层次、复合型支付体系,对协调医疗费用和提高医疗服务质量意义重大。从医疗保险费用支付方式视角,探讨了新医改体系亟待解决的几个问题,提出了相应的对策建议。Improving heahhcare payment system becomes an issue to be solved urgently since the universal healthcare was implemented in China. By analyzing the internationally frequently used payment methods of medical expenses, the article con- cludes that there is no omnipotent way of payment. In this regard, it is of great significance to develop a multi-level compre- hensive heahhcare payment system to balance medical costs and medical service. This article also provides some discussions on urgent issues related to the new medical reform and puts forward policy recommendations.
