摘 要:随着中国水电工程开发环境日趋复杂、抽水蓄能电站建设飞速发展以及海外水电工程的不断增多,新时期下这些常规水电站和抽水蓄能电站的输水系统和机组安全稳定性十分重要。由于目前关于调节保证设计的规范及质量管理程序尚未完善,文章依托近年来中国水电顾问集团几次关于调节保证的技术研讨会内容,对调节保证设计的基本概念、不同专业的配合及工作内容等方面进行了梳理,并结合在实际工作中遇到的问题,提出了一些观点,希望能够对今后做好输水发电系统的调节保证设计提供一定的参考。With dailyincreasing complication of hydropower development in China, rapid development of pumped storage power plant and quantity increment of overseas hydropower project, safety and stability of headraee system and units of those conventional hydropower sta tions and pumped storage power plants are very important. Currently, both specification and quality control program for design of regula tion assurance are not complete. In this paper, therefore, basic concept for design of transient guarantee, contents and coordination of and between different disciplines are summarized in accordance with workshops held by HYDROCHINA CORPORATION on the regulation as surance. Meanwhile, some views on issues encountered in engineering practice are raised so as to provide the design of regulation guaran tee of headrace and generation system with reference in the future.
