出入境边防检查机关查验签证辨析

摘　　要：出入境边防检查机关作为我国的"国门卡口",在出入境口岸为广大出入境旅客提供优质的通关服务的同时,承担着对出入境人员进行审查过滤的职能。在审查过滤中,最核心的方面就是对签证的查验,随着我国出入境人员"大进大出"形势的发展,以及《中华人民共和国出境入境管理法》的颁布,对出入境边防检查机关查验签证研究的必要性也越来越凸显,本文将从出入境边防检查机关查验签证的概念、性质、种类、目标价值,以及与其他出入境管理行为之间的关系等方面对出入境边防检查机关查验签证进行辨析。The entry and exit frontier inspection organs,the ＂national gateway checkpoints＂,provide excellent service for entry-exit passengers while undertaking the functions of inspecting and filtering entry-exit personnel,whose core is to check visas.With the quick and massive increase of entry-exit passengers in China,and the issue of Law of the People’s Republic of China on Control of the Entry and Exit,it becomes more and more important for entry and exit frontier inspection organs to study visa check.This article differentiates and analyzes visa check from its concepts,natures,classifications,values,goals and the relationships with other entry-exit management behaviors.
