摘 要:目的为建立与经济发展水平相适应的新型农村合作医疗筹资增长机制。方法运用文献复习、焦点团体访谈和现状调查等方法,对2003—2012年10年间济南市新型农村合作医疗筹资增长情况进行了分析。结果这10年间济南市新型农村合作医疗筹资无论是农民个人缴费,还是财政补助,均是采取统一定额增长方式,增长数额主要依赖于政府的特别决策,增长幅度呈现无联动指标、无规范标准、无规律可循和忽快忽慢的态势,增长的公平性亟待提高。结论统一定额增长方式已经不适应新型农村合作医疗发展的内在要求,应有计划、分主体和分层次地代之以定比差额增长方式等,同时提出了不同筹资主体各自占其联动指标比例的合理区间及相关建议。OBJECTIVE In order to establish a compatible natural growth fund-raising mechanism of New Cooperative Medical System( NCMS) with the level of economic development. METHODS To analyze the financing growth situation of NCMS by using literature review, focus group interviews and survey methods in Jinan. during the past ten years(2003 — 2012). RESULTS Both the farmer payment amount and financial aid amount adopt the unified norm growth way in Jinan. The growth amount of fund-raising depends on the government decision-making mainly, the growth rate has no linkage index, no standards and no rules to follow and take a fluctuated trend. It needs to improve the fund-raising quality and fairness. CONCLUSION The report concluded that the unified and fixed growth mode has not adapted to the requirement of the NCMS development. There should be a plan to implement a growth mode of a fixed and different proportion step by step. At the same time, It put forward reasonable range of linkage index accounted by different financing subjects and other related suggestions.
