摘　　要：在阐述英国铁路改革中公益性问题的基础上,分析英国政府对铁路公益性运输的补贴构成、补贴原则,及其对英国铁路的影响。借鉴英国铁路公益性运输补贴政策,提出建立我国铁路公益性运输补贴机制,从明晰产权关系、明确公益性和经营性运输2个方面,提出对我国铁路公益性运输补贴机制的建议。Based on expounding the public problems in Britain railway reform, this paper analyzes the allowance composition and allowance principle of Britain government on railway public transportation as well as its influence on Britain railways. By referring the allowance policy of Britain railway public transportation, the paper puts forward the allowance policy of railway public transportation in China should be established, and puts forward suggestions on the allowance mechanism of railway public transportation in China from 2 aspects, such as clearing property rights relationships and distinguishing public transportation and operating transportation.
