摘 要:通过对京广高速铁路工务、供电、电务维修人员的调研,结合我国高速铁路维修人员的准入条件,建立高速铁路维修人员能力适应性评价指标体系,构建基于层次分析法的高速铁路维修人员能力适应性模糊综合评价模型。以某电务段维修人员为例,利用高速铁路维修人员能力适应性模糊综合评价模型对其能力适应性进行评价。结合我国高速铁路维修人力资源管理现状,提出完善高速铁路人员流动配置机制、完善高速铁路维修人员激励机制、加强高速铁路维修人员培训体系建设等优化建议。Through investigating the maintenance personnel of Beijing-Guangzhou high-speed railway permanent way, power supply and telecommunication & signal, combining with access condition of high-speed railway maintenance personnel in China, the evaluation index system of ability flexibility of the personnel was established and the fuzzy comprehensive evaluation model of the ability flexibility based on Analytic Hierarchy Process(AHP) was also established. Taking the maintenance personnel of telecommunication & signal depot as example, the ability feasibility was evaluated by using the fuzzy comprehensive evaluation model. Combining with labor resource management status of high-speed railway maintenance in China, this paper puts forward the optimization suggestions such as improving personnel flow and configuration mechanism of high- speed railway, improving excitation mechanism of high-speed railway maintenance personnel and strengthening training system establishment of high-speed railway maintenance personnel.
