摘　　要：长江上游控制性水库群是长江防洪体系的重要组成部分。上游控制性水库群运用后,配合三峡水库进行防洪调度,调蓄洪水,虽可减少长江中下游地区的超额洪量,提高中下游地区的防洪能力,但长江中下游干流河道面临长期清水下泄的局面,中下游河道将发生长河段、长时期的冲淤调整,江湖关系、蓄泄关系随之发生变化。为此,提出了长江中下游地区仍须加快蓄滞洪区建设、加强河道治理、加固堤防以及非工程措施建设的指导性意见。The controlling reservoirs in the upper reaches are essential component of Changjiang Flood Control System. The operation of these reservoirs with associated operation of Three Gorges Reservoir can reduce the extra flood volume and improve the flood control capacity in the middle and lower Yangtze River, but the main river channel in the middle and lower Yangtze River will face the situation of clear water discharge, resulting in the adjustment of long - distance river channel in long period and the change of the river - lake relation as well as storage - discharge relation. For these reasons, the countermeasures of strengthening construction of the flood storage - detention area, river channel harnessing, non - structure measures and reinforcing levee are put forward.
