摘 要:我国快速城市化进程中建设用地的快速无序扩张对区域生态造成了巨大压力.本文构建了基于生态系统服务评估的建设用地控制区划技术框架;对福州的基本生态系统服务进行了价值评估,并对每一种服务给出了考虑其空间异质性的调整系数;依据评估结果,对建设用地扩张的适宜性进行区划控制;最后对基于控制区划的生态空间政策进行了评估.结果表明,适建区、限建区和禁建区所占比例分别为33.43%、31.78%和34.79%;基于福州2000—2009年的实证分析,除废物处理和食物生产外,适建区内的高价值用地比例均值仅为3.46%,显著低于限建区和禁建区;将建设用地控制在适建区内,可以有效地降低对生态系统服务的干扰,引导城乡建设用地有序发展.The rapid construction land growth poses a great risk to the ecosystem services which are vital to sustaining and fulfilling human life. A technique framework of construction land control zoning was proposed based on ecological principle and employed to control the disorder sprawl of the construction land in Fuzhou. Several ecosystem services were evaluated and their spatial heterogeneities were systematic assessed. Then, the spatial policy of construction land control zoning was made and evaluated. The result showed that the whole region was classified as feasible construction region, limited construction region and forbidden construction region; which accounted for 33. 43%, 31. 78%和34. 79% of the assessment area, respectively. The empirical study of Fuzhou (2000 -2009) demonstrated that the construction land expansion in feasible construction region had much lower impact on ecosystem services. It suggested that the construction land should be limited in feasible construction region, which will reduce the disturbance to ecosystem services and make land use and natural resource decisions more effective and efficient.
