摘　　要：本研究以问卷、座谈、个别访谈等形式通过对天津市科技特派员实施情况开展全面的调研,分析了实施科技特派员计划工作当中存在的问题,提出要从思想认识、资金投入、制度政策、队伍建设、服务保障、宣传引导等多个方面大力推进科技特派员计划实施。Based on questionnaires,group and individual interviews,this paper studied the special science commissioner plan in Tianjin,analyzed the problems in it,and put forward deal with them,including ideological understanding,funding,system policies,team building and the publicity guidance.
