摘　　要：包容性发展是民族地区实现富民强区战略的现实途径。通过对内蒙古自治区1998-2011年的经济发展和民生建设指标的分析,发现内蒙古自治区经济发展远远领先于民生改善,其差距仍处于扩大的趋势。实现经济发展与民生建设的协调,要大力推进包容性发展,具体要采取完善地方官员人事考核制度、推进收入分配制度改革、促进混合经济体制的发展、加强对社会性公共服务的提供、保障人民群众的政治权利等措施。Inclusive development is the practical approach for minority regions to fulfill the goal ot enriching the people and strengthening the region. Through an analysis of economic development and civil construction index from 1998 to 2011, what has been found is that in Inner Mongolia, economic growth is far ahead of the improve- ment of civil life and the gap is still increasing. To balance economic development and civil construction, an inclu- sive development should be propelled. To be specific, things to be done include to improve and perfect the evalua- tion system of local officials, promote the reform of income distribution system, accelerate the development of mixed economy system, enhance the availability of social and public services and safeguard the people＇s political rights.
