摘　　要：社会保障对于人民生活的安定、贫困的缓解具有重要的意义。本课题基于对国家级贫困县赤峰市敖汉旗的调查和研究,指出当前内蒙古贫困旗县存在社会保障覆盖面窄,居民保障意识不强,社会保障资金不足,社会保障缺乏统一管理等问题。针对这些问题,结合当地实际,本课题提出完善内蒙古贫困地区社会保障的对策与建议。Social security plays very important role in securing the people＇s life and reducing the pover- ty. The article makes a survey on AOHAN Town, the typical poor place;finds there are many restriction factors： the narrow range of social security, the low participate spirit, the security fund is not enough, and the lack of management. For these problems, the article put forwards some suggestions based on the situa- tion of AOHAN Town.
