摘　　要：在中国当前发展背景下,基本公共服务是扶贫开发的重要衡量标准、为扶贫开发营造良好的外部发展环境以及二者的目标存在一致性等联动关系。但当前贫困县贫困现状及扶贫开发方式和效果具有自身局限性,对基本公共服务有重要影响;贫困县应基于自身在促进扶贫开发和基本公共服务过程中的特殊定位,从选择地区扶贫方式、完善其基本公共服务、整合基本公共服务与扶贫开发等方面的确定发展思路。the paper discusses the relationship between the basic public services and poverty allevlauon from the development environment and the target for poverty alleviation and development achievement standards, internal consistency. Secondly, the paper analysis of the special position in promoting poverty alleviation and development and basic public services in the impoverished county, points out The develop- ment train of thought of relationship between basic public services and poverty alleviation.
