摘  要:为客观评价航空公司签派员的工作状况,提高其安全绩效水平,通过对签派员的工作任务进行分析,基于全过程管理思想,将员工安全状况的发展趋势纳入考核体系,从而得到签派员安全绩效考核的3类指标:过程指标、结果指标和趋势指标。采用模糊综合评价方法建立了风险评估模型,并利用层次分析法(AHP)确定各指标的权重。运用此模型对某航空公司签派人员进行安全绩效考核。结果表明,该模型可以对签派员进行有效的安全绩效考核,考核结果可信。在绩效考核过程中,需更多注重签派员日常工作中的过程指标考核和反映安全状况趋势的趋势指标考核。This paper is intended to establish an objective evaluation system of safety performance indicators based on the entire flight pro cess for the airline dispatchers. As is well known, the dispatchers play an important role in securing the safety flight operation in orga nizing the aircraft operation and management in an airline transporta tion. In proceeding with our research, we have first of all come up with the safety performance indicators through repetitive evaluation necessary for guaranteeing and improving the safety performance level of all the airline dispatchers. Based on the entireprocess evaluation idea in mind, we have done careful analysis of the tasks of dispatch ers and divided the tasks involved into three levels ( A C ). Withlevel B including the three types of indicators : the process indicators, the results indicators and the trend indicators. At the same time, lev el C includes 18 indicators with each of the B indicators subdivided into 6 subindexes. While calculating the weights of 18 specific indi cators likely to be the affecting factors by the methods of the analytic hierarchy process (AHP), we have established a risk evaluation model by using the method of fuzzy mathematics theory. And, then, we have made an effort in applying the safety performance evaluation fuzzy comprehensive evaluation model based on AHP to the dispatch er' s safety performance evaluation. The results of the application tests prove that the actual dispatcher' s levels in safety performance that can be tested are consistent with the "security model" illustrated. Thus, the model can be taken as credible in evaluating the actual safety performance of the airline dispatchers. In addition, the results also reflect that it is necessary for the air flight company managers to pay more attention to the daily observation of the duty sense of the dispatchers so as to timely find the dispatchers' safety dutysense changes in their working posts.
