摘　　要：文化资源是一个经济社会"嵌合"的历史沉淀,本文以甘肃旅游业为例,以文化资源开发潜力评价为总目标,以旅游经济发展、旅游市场系统、社会文化、旅游环境等四类次级指标为准则层,以此选取方案层指标,运用层次分析法评价资源开发潜力,并给出甘肃文化资源持续开发利用和法律机制构建的对策建议。As a historical sedimentation,historical resources imbeds in economic society.The paper aims to put forward suggestions on sustainable development of cultural resources and constructions of legal mechanism.By using analytic hierarchy method,the assessment on potential resource exploitation is based on four norms：development of tourism economy,system of tourism market,social culture and tourist environment,which constitutes the indicators of project selection.
