摘　　要：从开放存取的概念与作用出发,探讨了高校学报在出版理念、特点、发行方式与加入期刊的现状适合于开放存取,认为在报刊体制改革背景下,高校学报实行开放存取可以强化高校学报对科研宣传、培养及存储的作用,顺应了报刊体制改革的方向.This paper, beginning from the concept and function of open access, discusses the publication idea, property, distribution mode and whether it is suitable for open access, and holds that open access to college journals can intensify the publicity of scientific research, cultivation and memory in the context of system reform of newspapers and periodicals, conforming to the direction of system reform of newspapers and periodicals.
