摘 要:本文旨在研究政府绩效的内部主观评价是否会受到一些情景化因素和评价者个体特征的显著影响而扭曲。在B.Stipak分析模型的基础上,引入了本土情景化变量对其模型进行改进,利用对安徽省85个乡镇的领导班子成员和一般工作人员的调查数据,实证检验了政府绩效内部主观评价的可靠性和稳定性。结果表明:政府绩效内部主观评价者的人口学特征对其主观评价的影响并不显著;与政府内部普通工作人员相比,领导班子成员会故意夸大政府绩效;普通工作人员与主要领导者的个人关系可能会干扰其对政府绩效的公正评价。文章得出结论认为,进行政府绩效内部主观评价,如果能控制一些情景化的因素,其评价结果不会随着评价者的人口学特征而产生较大波动,是基本稳定、有效和可信的。The objective of this paper is to empirically examine the effect of scene variables and demography variables of evaluators on the Validity of Government Performance Inner-Subjective Evaluation. The present research introduce the local scene variables to improve B. Stipak`s analysis model. The survey database of leaders and government general staff of 85 townships in Anhui Province has been used to test the reliability and stability of internal subjective evaluation of government performance. The results show that:the demographic char-acteristics of the Government Performance internal subjective evaluators of their subjective evaluation of the impact is not significant;Compared with the general staff within the Government,the leadership team members will deliberately exaggerate the Government Performance;Personal relationship between the ordinary staff and the main leader may interfere with the fair evaluation of government performance. The article concludes that the internal subjective evaluation of government performance is not necessarily unreliable. The results of the internal subjective evaluation will not change significant with the demographic of the evaluators and remain stable, effective and credible if some situational factors have been controlled.
