公立医院公益性认知情况研究:基于患者视角

摘　　要：目的:了解患者对公立医院公益性的认知情况。方法:采用自编问卷,通过经统一培训的调查员与被调查者面对面交流,或指导被调查者填写等方式,收集研究对象关于公立医院公益性的信息和资料。结果:(1)仅约1/3对公益性有一定程度的了解。(2)排在前3项的公立医院公益性行为是:为患者着想;良好医德医风,医患关系和谐;合理的服务价格。(3)仅有约9%认为公立医院公益性落实情况很好,排在前3项的公立医院公益性弱化原因是:政府对医院的投入不足;医院过分追求经济利益;政府对医院公益性的监管不够。(4)近94%认为应强化公立医院公益性,排在前3位的举措建议是:政府增加投入、政府进一步出台相关政策加强医院监管和加强医德医风建设提高医务人员的道德水平。结论:患者对公立医院公益性的认知及其程度有限,应从加大公立医院公益性的宣传力度和增加公益性医疗服务提供等渠道,引导并逐步提高患者认知水平。Objectives：To realize the awareness of public welfare of patients in public hospitals. Methods：Patient were selected to have a questionnaire investigation on the opinion of public hospitals＇ public welfare. Results：（1） Only about 1/3 of patients aware a little. （2）The ahead three behaviors for public welfare are thinking for patients, harmonious relationship between medical staffs and patients that due to well medical ethics and atmosphere, and rational service price. （3）About 9%of patients confirm well done showing public welfare in public hospitals, the first three reasons that cause public welfare weakening are scarcity of input to hospitals from government, pursuing overly for economic benefit, and less surveillance on public welfare. （4）Nearly 94%of patients consider that public welfare of public hospitals should be built up, three prior advices are that improving input from government, further surveillance policies and intensifying medical ethics and atmosphere to enhance morality level of medical staff. Conclusions：and suggestion：It is limited patients’ awareness of public welfare in public hospitals, in order to conduct and increase patients’ awareness step by step, main aspects should be paid attention to that raising propagation of public welfare in public hospitals and providing more medical services for public welfare.
