微观财政政策促进战略性新兴产业发展的思考

摘　　要：促进战略性新兴产业发展的微观财政政策作用二重性在理论界探讨得很少,因此很难有针对性的提出相应建议。本文首先界定了战略性新兴产业以及微观财政政策两个范畴,然后分析了微观财政政策促进战略性新兴产业发展的必要性以及局限性,最后提出了微观财政政策促进战略性新兴产业发展的几点建议,即应与市场机制运行规律相适应、与产业发展规律相适应、与法律法规的日趋完善相适应。The two aspects of Micro Financial Policy to promote the development of Emerging Strategic Industries are discussed very little, accordingly it is difficult to purpose useful advices. Firstly, Micro Financial Policy and E- merging Strategic Industries are defined by the paper. Then, the paper analyzes the necessity and limitations of the Micro Financial Policy to promote the development of Emerging Strategic Industries Finally, it is put forward that the Micro Financial Policy to promote the development of Emerging Strategic Industries should be in line with the rule of market operation mechanism, the rule of industry development, the improvement of laws and regulations.
