摘　　要：赣南稀土开采中存在私挖滥采和环境污染的问题,在对这两个问题进行了详细分析后,认为私挖滥采现象是由于政府失灵造成的,主要原因是公共政策失误和政府寻租行为;而环境污染则是由于市场失灵造成的,主要是稀土开采中存在负外部性。文章认为,单纯的市场和政府都不能解决好赣南稀土开采中存在的问题,多中心治理才是解决这个问题的出路。There exist two problems concerning the rare earth mining in Gannan region of Jiangxi Province： illegal mining and environment pollution. Through analyzing the two problems,this paper argues that the happening of the illegal mining is due to the government failure,including public policy failures and government rent-seeking behavior,while market failures,especially the negative externalities in rare earth mining,lead to the environment pollution. This paper believes that neither market nor the government can solve the two problems independently,and the multi-centered governance could be a better solution.
