摘 要:社会分化与社会多元化是目前中国社会的基本图景,多元化的利益诉求客观上要求构筑一个多主体合作的新型社会管理格局。社会组织以其整合协同的功能优势,能够有效弥补市场失灵与政府失灵,成为协同社会管理的重要主体。但是由于体制机制还不健全、不完善,我国社会组织发展面临着制度保障缺失、资源供应不足、自身发展滞后等诸多现实困境,难以真正形成多主体合作的协同治理机制。因此,突破体制阈限,整合社会资源,构建社会组织协同社会管理的长效机制,是社会组织走出困境的根本路径。Social differentiation and social diversity form a basic image of Chinese society. Therefore,diversified interest demands require the construction of a new social management pattern which is multi-agent cooperative. Having functional advantages in integration and synergy,social organizations are able to effectively compensate the market failures or government failures,thus become major subjects in coordinating social management. However,due to our current imperfect system,the development of social organizations in our country is confronted with many difficulties,including lack of institutional guarantee,insufficient supply of resources,and lag in their own development. So it is difficult to genuinely form a multi-agent cooperative mechanism. Therefore,breaking the systematic threshold,integrating social resources,and constructing the long-term mechanism,on which the social organizations are able to coordinate with social management,could be the fundamental paths that help social organization step off their current dilemma.
